You can close this tool by clicking on the logo in your taskbar and choosing "Schließen". All menus are in German, so you should be careful if you don't understand any German. Additionally you should be extra careful with the options containing the word "Verschieben". If they are enabled the ball moves anything it hits - even your startmenu!

A nice little tool, which constantly shows the exact position of your mouse cursor and RGB values of the color underneath it.
This is a tool I used myself quite often back in the days when I was still controlled by evil windows.
